.. à Madagascar l’usage de cette matière première, qui est surtout exploitée dans la fabrication de meubles, est limité au secteur de l’artisanat. (..) La Chine en exploite actuellement sur 3,2 millions d’ha, en vue de fabriquer des matériaux de construction, des produits artisanaux, des produits cosmétiques et des boissons énergisantes. Les déchets industriels servent ensuite à la production de charbon. On peut même fabriquer des tissus à base de bambou et même dans le domaine des nouvelles technologies. On trouve aujourd’hui sur le marché asiatique du matériel informatique (clavier ou souris d’ordinateurs…) fabriqué à partir de lamelles de bambou. (..) Un bambou planté est exploitable au bout de 4 ans alors que les arbres nécessitent beaucoup plus de temps. C’est une propriété que les producteurs tentent d’exploiter pour la promotion de la filière, vu la qualité du bambou pour la protection du sol contre l’érosion et comme alternative face à l’utilisation du bois.

The new nationality law does not permit Malagasy women to confer their nationality to their non-national spouses (as Malagasy men can), however allows both spouses and children to retain their nationality if a partner or a parent loses theirs. (..) Madagascar hasn’t signed up to key legal pillars for the abolition of statelessness – these are the 1990 African Charter on the Right of the Child, which states that “every child has the right to acquire a nationality” and the 1954 Convention on the Status of Stateless Persons as well as the 1961 Convention on Reduction on Statelessness. The ratification of these two legal instruments would tie Madagascar to internationally recognised standards of protection. The conventions also provide guidelines for states, with respect to policies that ought to be adopted to minimise statelessness. The nationality law also hasn’t taken steps to remove discrimination against women. Malagasy women are denied the right to confer nationality on spouses, a right which is reserved for Malagasy men. This creates statelessness as women can’t give their nationality to a foreign or stateless husband and to any adopted children.

Exports to the European market have risen by 74% in six years. But other obstacles remain to be overcome. Madagascar has a trade surplus, selling more products in Europe than it imports. Madagascar’s exports rose from €499.5 million in 2012 to more than €875 million in 2016. Imports from the European Union account for less than 20% of total imports to Madagascar, according to figures from both the Ministry of Trade and Consumer Affairs, and the European Union Delegation in Madagascar. Textile and clothing exports rose by 31%, and lumber by 86%. Exports of chocolate and cocoa-based food preparations increased by 84%. ‘These figures show that Madagascar has been able to take advantage of the Economic Partnership Agreement (EPA), which entered into force in 2012. In 2016, Madagascar’s exports to the European Union were worth almost €870 million, or 45% of Madagascar’s total exports,’
